The City of Artesia requires all businesses operating within the City limits, including property owners and independent contractors, to obtain a business license and to pay business license tax prior to commencing business operations.

The fastest way to apply for a business license is using the online filing method. To begin, simply click on the "Submit a Business License Application" located below under the Apply subheading.  If your business is based in the City of Artesia, zoning clearance will also be required for your business. Alternatively, you may download a copy of the business license application and zoning approval forms directly from the helpful forms section of this website.

A business license is an annual tax for doing business within the city limits of Artesia. The City of Artesia Municipal Code requires that you obtain a license when you conduct any business activity within the City, even if your business is located outside of the city limits or if you have a business license from another city. Any business based in the City must have a license as well. This includes home-based businesses, building contractors, independent contractors, and non-profit businesses. Business license fees help pay for City services like roads, fire, police, and other community services. These services benefit businesses, business owners, and the general public.

Every business operating from a location inside the City of Artesia must meet zoning requirements to ensure that the business activity and site are compatible. Please submit all zoning-related documentation to the Business Support Center with your Business License Application. If you plan to conduct your business from a residence (home-based business) located in the City you will also need to complete a Home Occupation form.

A business license is normally good for a year and must be renewed every year depending on the expiration date of your current license. Most business licenses expire on December 31st and the City will mail each business a renewal notice; however, it is the business licensee's responsibility to renew on time. Penalties are assessed for delinquent accounts.

Any business with a valid Artesia Business License can request a copy or duplicate of their certificate at any time or any reason. Simply email artesia@hdlgov.com with your account number. If you do not have your account number, please supply your Business Name, Address, and the Name of the Owner.

Any transfer of ownership is considered a new business, even between family, friends, or relatives. You will need to apply for a business license like a new business. Download and submit the application forms to artesia@hdlgov.com to get started. The previous owner should also contact artesia@hdlgov.com to close their existing account.
